Immigration fee prior to traveling on K1

I was told at Mumbai consulate interview to pay immigration fee after I receive the visa and prior to traveling. However, USCIS website says u r excluded if on K visa.

What is correct process?..can anyone confirm?

Yes, if you are entering on a K-1 visa then paying the $165 fee is not necessary. This is the fee for processing a green card.

10/11/2016: Paid IV fee bill

10/14/2016: Submitted DS-260

You are K-1 you do not paid the $165, that is for immigrant visas only.
