I-130 ...Various issues (PCC address)

This is going to be a long post ...

So I am an American citizen. I went to India and got married in court. I have the marriage certificate along with our Muslim marriage certificate (Nikah). I got my wife's passport made with my last name. The address I put on it is of my house address in Ahmedabad (Gujarat). I filed for I-130 and everything was fine. My case went to NVC.

I paid the $120 fee of Affidavit of support and the second fee of $325 for the actual application.

I was reading up on the documents I need to submit and one of them was "Police certificate".

Here is where my questions begin. I am assuming its Police clearance certificate (PCC). Am I correct? If yes then do I need to submit it along with the other docs to the NVC? According to some of the threads I read on this forum, people are saying I don't need to submit it to the NVC but she needs to take it with her when she goes for the interview.

My next question is that is that do I need PCC or PVC (police verification certificate).

The issue with the PCC at the moment is that her passport has my address of Ahmedabad but she lives with her parents (obviously since I am in America) in Bharuch. I filled out her application on Passport seva kendra website and put her address of where she is currently living with her parents (bharuch). The passport office said it needs to be EXACTLY as it says on the passport. So since she doesn't actually live in Ahmedabad like her passport says, she asked what she could do. They replied to her saying she would need to change the address on the passport (which will require more money and more importantly, more time!).

If the NVC doesn't need the PCC right now along with the documents, I could tell her to get the passport address changed (re-apply for passport). But if that happens, the passport number will change and it won't correspond with the number I provided in the initial application.

I know this is a lot of information ... but it's complicated.

Anyways, I am thinking of doing the new application for PCC with my Ahmedabad address as her current address.

Any input from someone with knowledge/experience with similar scenario is appreciated.

NVC needs a photocopy of the PCC, original is to be taken to the interview.

Other issue requires an India specific answer.

May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*
