Its time now to make the pacakge, what should i put inside the envelope?

1.The form, completed and signed.

2.The money order or check (which i still could manage to do)

3. The evidence required and their translation

Do i need something else?

How long has he been in Uruguay? When did he leave the US? When/how did he obtain citizenship? When will he return to the US?

I honestly thought/think that the petitioner for a family based visa needs to show proof of domicile in the US. How will he do that?

If it isn't difficult, it isn't worth it.

He has been here for almost all his life, he travel 2 or 3 times to work in the USA but then returned. He obtain his citizenship because he was born there, and he is not planing to go back.

We put "not know at the moment" because even though i have other family members in the usa, im planing to live in california, where i have no relatives, therefore i cant write down an adress in the form because i dont know where excactly i am gonna live

I'm sorry, but to the best of my knowledge your father (the petitioner) needs domicile in the US in order for the IR-2 visa to be obtainable. The purpose of the visa is to reunite families, and you would be doing the opposite.

If it isn't difficult, it isn't worth it.

No, you fail to understand my point. You could live wherever you want, it is your father that needs to have US domicile.

"Is Residence in the U.S. Required for the U.S. Sponsor?

Yes. As a U.S. sponsor/petitioner, you must maintain your principal residence (also called domicile) in the United States, which is where you plan to live for the foreseeable future. Living in the U.S. is required for a U.S. sponsor to file the Affidavit of Support, with few exceptions. To learn more, review the Affidavit of Support (I-864 or I-864EZ) Instructions."

Okey, what shall i do then? By "needs to have a US domicile" you mean he has to live there?

Because there are parts of the website you post, that says thing like

"Petitioners residing outside the United States are no longer able to routinely file Forms I-130, Petition for Alien Relative, with U.S. Embassies and Consulates. Petitioners residing overseas in countries where USCIS does not have a public counter presence are required to file their Forms I-130 by mail with the USCIS Chicago Lockbox. U.S. embassies and consulates can only accept and process Forms I-130 in exceptional circumstances, as explained below."

Why would they give him the posibility of sending it by mail if he live outside the usa?

Im sorry i am taking so much time away from you!

"Note: An individual listed above does not need to submit an affidavit of support if they can show that they EITHER:

  • Are the child of a U.S. citizen and if admitted for permanent residence on or after February 27, 2001, would automatically acquire citizenship under Section 320 of the Immigration and Nationality Act, as amended by the Child Citizenship Act of 2000"

What would this means?

And also, what documents or proof show we have to show that he intends to move back to the usa in the future?

"An affidavit of support is a document an individual signs to accept financial responsibility for another person, usually a relative, who is coming to the United States to live permanently. The person who signs the affidavit of support becomes the sponsor of the relative (or other individual) coming to live in the United States. The sponsor is usually the petitioner of an immigrant petition for a family member"

I doesnt say my father (the petitioner) has to be the same persona as my sponsor, which could be any of my other relatives or my fathers friends in the USA, or i am wrong?
