fiancee have to go back to the philippines without for an emergency but the problem is we havent got our paperworks file yet do i have to file a new petition in order for her to return over here in the U.S.

If you have not received a Advance Parole card or green card and leave the country then yes it will mean start over filing a new petition. Did you get married?
