My fiancé's birth papers say USSR but her Visa says Ukraine. When she was born the territory was named/part of USSR and after the fall it became part of Ukraine. What do we put down in bio form?

Birth documents say USSR

Current Visa says Ukraine

Thank you,

Well, I put Serbia even though when I was born Serbia was part of SFR Yugoslavia and have had no issues with that. Frankly, I don't think that putting down either Ukraine or USSR would cause issues, but I'd put Ukraine (plus, Ukraine was one of the SSRs in the USSR, it's not like it didn't exist at the time)
