Please help me with the question, " Have you ever not file a Federal, State, ot local tax return since you became LPR?", is it a "Yes/No"?

In 2009 and 2008 I filed a joint return with my husband for Federal Return only, but not for State as according to the Montana State law, active duty military who enlisted from Montana is exempt from income tax.

You would answer "No" because you filed the federal, as the question is, "Have you ever NOT filed."
