Timeline

My time is running very short, within 2 weeks will be sending in my wife's ROC (I-751) and even though This ELIS fee has been mentioned in this forum, it still has not been made very clear if a person has this number or not.

My wife came here from Japan on 12/12/2013, A Fiancee Visa (I-129F). She did not pay any $165 fee (as far as I remember) particularly on-line as they say that is mandatory. In the PDF of FAQ it says everyone coming into the U.S. seeking a green card had to pay this $165 fee for processing the Visa paperwork and the Green card. I am so confused about this. I have no emails in archive to verify we paid this fee, but I am 99% positive we did not, I the U.S. Citizen , who did the majority of the paperwork, never went on line to pay this fee

Is there a for sure way to verify if we paid this fee so I do not send in our I-751 packet , just to get an RFE, asking for this ELIS Number.

Everything I read so far regarding this in VisaJourney, still left this question very foggy.

Please help as soon as possible.

If you did not or do not remember paying a fee, then "N/A" is all you need to write on the form.

05/22/06 - Biometrics scheduled (online update) and appt letter was mailed on 05/20/16 - Day 12

05/24/06 - Biometrics letter became viewable online (appt scheduled for 06/07/16) - Day 14

05/27/16 - Received Biometrics letter in mail - Day 17

05/31/16 - Was denied walk-in fingerprints with just 1 person left in line. Milwaukee office, boo! - Day 21

06/07/16 - Biometrics completed in Milwaukee, WI - Day 28

12/21/16 - Passed Citizenship test/Interview was successful! - Day 197

01/26/17 - I am a US citizen!!! - Day 233

Timeline

Isn't that fee and the ELIS number only for immigrant visas? The K-1 is a non-immigrant visa.

I could be wrong though.

I would like to add a little more information from my original question regarding a ELIS Number. I understand if you paid a fee on line, which is mandatory, you would have an account established to retrieve this number for the I-751

My wife came here from Japan. When we were doing the paperwork for the K-1 Visa (Fiancee Visa), she did tell me she paid a fee in Japan required before her interview in Japan. But, this fee was not paid on line, she went to a bank to pay a fee then required to bring proof she paid for the fee when she went for her interview at the American Embassy in Tokyo

So, I am hoping to get some concrete advice on this, because I believe, but not 100% sure I would have an ELIS number, seeing she did pay some kind of fee for the K-1 Visa process before her interview in Tokyo which she paid the fee at a Tokyo bank and provided the receipt to the interview office at the embassy in Tokyo.

If I can not get some concrete advice, I will take my chances in receiving an RFE (which I dont want) because it will just delay the process even longer, and just leave that number space blank on the I-751.

Any help out there please.

Had she already been your wife and you went for the CR-1 visa, then yes, she would've had to pay the immigrant fee as that visa is an immigrant visa.

All of us pay a fee before the interview, I will too when I get to that part. It has nothing to do with the ELIS however, as I'm applying for a non-immigrant visa (a K-1).

On USCIS page it also tells you that you don't need to pay that fee or have that number:

"The following groups do not have to pay the USCIS Immigrant Fee:
-Children who enter the United States under the orphan or Hague adoption programs;
-Iraqi and Afghan special immigrants;
-Returning lawful permanent residents (SB-1s); and
