Hello all,
I'm sorry if this is the wrong part of the forum to ask this, but this is the Visa I'm applying for and I wasn't sure where else to post it!

So I'm a UK citizen about to start the application process for a K1 Visa. I have to provide criminal background checks for every country I've lived in for over a years since I was 16. Here's the problem: I lived in Vietnam for a year, and am having a lot of trouble getting a police background check.
Basically, as I no longer have a copy of my work permit from my time there, I have to get in touch with my former landlord and he has to go either with me or with somebody that I've authorised to the police station for the district I lived in with proof that I was a tenant of his. As I no longer have any way of contacting the landlord (he's since moved away), this isn't the easiest thing to do.
I have read on some sites that there are certain countries where a police check is considered "unobtainable" or a "hardship", and I was wondering if anyone knew if there's a place I could find out about which countries were eligible for this, or if there was something I could do to prove that the police check was unobtainable?
