Priority dates are not used for the CR/IR-1 visa. When NVC have processed your case and ensured all documents and forms are completed, they'll schedule your interview at the embassy. How fast that process is depends on a number of factors including how fast you are at submitting documents, how fast you respond to potential checklists and your luck in getting the right person reviewing your case. How fast you can get an interview date depends on the embassy where you'll attend your interview.

Yes, it definitely sucks seeing all these other people coming to NVC after you and getting interview dates when you're still stuck at NVC. It really really sucks. But what you're saying is that all cases coming to NVC after you should be put on hold until your case has been completed?! How is that fair, holding people's cases because there is something wrong with your case or NVC screwed up on your case? I mean with that logic, you should wait four months longer than us, because we've been at NVC since mid-March. So once we have case complete, I'll let you know so you know you'll just have another four months to wait... Just saying.
