Hello. Before I start asking questions, I wanted to ask if I can. See, I was filling out the registration form and it was askign questions as if I were the beneficiary. I be the petionar in this case actually, living in USA. So I filled out the basics and came here. I have an account on another board, but wanted to come here and ask the same questions to get more answers (I hope). But, first, am I allow on this site to ask, or is this just for those beneficiaries?

Having trouble understanding your post clearly and certainly what exactly the question is? But I'll take a stab at it.

The Petitioner is the USC.

The Beneficiary is the foreign citizen seeking visa approval for entry to a US POE with hopefully admission through if CBP permits POE for the predetermined length of applicable visa stay.

The VJ community itself is a resource venue for either/both parties.

Yes you can ask! This site is for anyone going through the immigration process...which means beneficiaries AND petitioners.

If you have questions about any part of the process do not hesitate to ask.
