Traffic camera ticket is always sent to auto registration owner.

This varies by state. In California, all traffic violations are criminal cases and must be charged against the driver. The prosecution must somehow identify the driver and prove that that it was that person beyond a reasonable doubt. Sending it to the owner is useless if they are not the driver. The driver and anyone else have no obligation to reveal who the driver is, even if they know who it is, even if they are sitting right next to them. Obviously if you are charged and you are not the driver you would not plead guilty.

In some other states, camera tickets are civil matters associated with the car, and not a person.
