No. You only need I-134. I-864 is for spousal visas and AOSing.

Montreal lists it in the packets because they combine the information needed for spousal AND K1. In some places they'll mark something like "Fiance, employment" visas next to the I-134, sometimes they don't.

Either way, as K1 you only need to do the I-134.

Ok that's what I thought since it wasn't listed in packet 3 - thanks for confirming.
