waiting for NOA2, what do i need for the packet?

we rec'd our NOA1 a couple of weeks ago. im assuming packet 3 is the documents we need to send into the bangkok embassy,i just want to get a jump on things and start getting it ready.

i see that we need a police clearance from the thai police, what is this clearance for and how do we get it, she is divorced and has paperwork to show this

does she have to go to bangkok for this or can she do it in her village?

what else is sent in with this packet 3? thanks in advance
