Weird J1 question, please help

Does anyone know the answer to the following question:

When a person applies for a J1, they have to show at the interview they have strong ties with their home country.

So if that person is living in her home country but a couple months before the interview moves to another country in europe (because it just felt like going somewherelse for a while), that could be a serious issue? Ans what should be done in this case?

It certainly doesn't help.

How much of an issue it is will depend on what other ties they have- for example, if they are already enrolled and have paid for college in new country for next year, that will be beneficial.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
