Upgrading to cr1 / nvc process

My husband is now a US citizen and has asked to upgrade my petition from F2A to cr1. After 60 days, He received an email from nvc stated that the category has been upgraded as requested. So I try access the ds-261 and it's says the case is not eligible for further processing. When I called the nvc they said that the case it's still under processing and we should wait 42 days to access the form. Is that normal? Has anyone here had tHat same issu. I notice that process Is very long.

I appreciate your responses.

I would keep trying to access it at least once a day. I would call the NVC at least once a week to see if there is any progress. The timeline at the NVC could be long or it could be much shorter...it is quite variable. Just be ready for the next step. Good luck!
