when to file DS-160

does any one know when i can file DS-160 i already got NOA2 and case # from NVC and emailed the consulate didn't hear anything back yet from them can i start filling the online application for DS-160 or do i need to wait for packet 3 and do medical exams then after that will be DS-160 ?? thanks in advance

You can start doing it but not ,,sign,,. Just save it -- all the instructions you can find on the starting page of it. When time is closer to the interview submit it and print out the confirmation page which you will have to take to the interview.

Fingerprints: 2015-11-30

RFE: 2015-12-15

Green card in hands: 2016-03-04
