Got a ridiculous RFE

Help!!!

My husband (USC) apply the CR1 visa for me, after waiting in Texas service center for 5.5 months, we got a RFE letter, it said USCIS electronic record shows Beneficiary(me) had been admitted to United State as a student. But Form I-130 and G-325A didn't show this information. Then they ask for a explanation about what's date of entry and what's date the beneficiary was in America, and a statement about why did petition supply them the false information.

The point is, I never been to America before, i used to apply for F1 student visa at 6 years ago, but got rejecte twice in embassy. After that, I never apply any visa untill met my husband.

Why USCIS said i entered America before? I just been rejected of student visa, but didn't go to America. We supply them the correct and true information, but they thought we lie to them , ask us to explain it ... That's make us frustrated, it is a ridiculous RFE.

How can we explain to them, i never been to American, that's just the mistake of them ?

Just like you explained it here - start with a letter:

In reference to RFE dated XX, month, 2015

I hereby provide explanation of....

Provide explanation and then put beneficiary name and have him/her sign the letter.

Then send it off.
