Can my parents apply for DL while on Tourist visa

I am a green card holder living at Nashville, TN. My parents are coming to visit me this August and would like to travel for a little bit while they are here. So the question is: can they apply for Driver License using their tourist visa? I looked up on several states laws and some of them says with proper translation, foreign DL is recognized as well, but not TN.

Thanks for the reply, a friend of mine attempted to drive using such doc combination however was still taken back to the police station after got pulled over for a minor traffic violation for identity check and etc. I hope we will not be in such case..

Agree not needed a waste of time and effort assuming it is possible in your State.
