It could be that it's located in the same place as a bank. But it does say this on the website:

USCIS Phoenix Lockbox Facility

U.S. Postal Service (USPS):

USCIS
P.O. Box 20400
Phoenix, AZ 85036

For Express mail and courier deliveries:

USCIS
Attn: H4
1820 E. Skyharbor Circle S
Suite 100
Phoenix, AZ 85034

http://www.uscis.gov/i-130-addresses

I dont know if it really makes a difference, but sending it via USPS, it had a different address you should send it to.

Yes, the National Customer Service number found here: http://www.uscis.gov/about-us/contact-us/national-customer-service-center

1 (800) 375-5283

I would call to confirm they have it but they probably didn't process it yet. Otherwise, confirm that how you sent it and where you sent it to (USPS to the Fedex address) is ok and if not, what should you do. Good luck!
