I am just confused when i read the us embassy requirements about NBI that if no derogatory record or no pending case you still required an official letter of explanation from the NBI? please help.

Those remarks do not require an explanation letter from NBI. Your getting the wrong information. NO CRIMINAL RECORD and NO CASE PENDING means your in the NBI's database for a possible past offense or for someone else who has a similar name.

If your form says something like NO RECORD ON FILE or NO DEROGATORY RECORD then you have nothing to worry about.

NBI CLEARANCE (Green Form). Applicants aged 16 years and older must have a valid Record Clearance (for travel abroad purposes) from the National Bureau of Investigation (NBI). Clearances should be in the applicants current name, birth certificate name, maiden name and any aliases or nicknames used, including different spellings you have used of those names. An official letter of explanation from the NBI is required for any notation of "No criminal record" or "No pending case". For immigration purposes, an NBI clearance is valid for one (1) year from the date it was issued. The NBI website is http://www.nbi.gov.ph.
