COC for the US?

Hello,

My husband and I are waiting for the I-130 to be approved. In the meantime, we are gathering documents for the NVC. My husband lived in the US for 2 years. Does he need a COC from the US?

We also lived in Singapore and I found the information on how to obtain the COC on the country reciprocity schedule on the travel.state.gov website. I did not see any information for the COC from the US.
