K2 and CFO - Requirements?

Hello again VJ'ers!

We are preparing to get my wife's kids from the Philippines next month (June), and I just have a few questions and concerns if you can help:

My wife's kids are two girls aged 17 and 11 currently, and they have both already received their issued K2 Visa packets and passports from USEM. We read here that my 17-year-old stepdaughter will need to go through the CFO PDOS, but the 11-year-old is exempted but will still need to register at CFO even if by proxy.

1. What requirements does the 17-year-old need aside from the 2x2 photo, valid ID, passport, and the CFO fee? Does she need to get a CENOMAR? Will she still need to bring the same things she brought at the USEM interview (i.e. Affidavit of Support, birth cert, etc)?

2. The requirements for the 11-year-old to register at CFO mentions proxy will need to supply verification if they are not the parent. Since my wife and I are here in the States, my father-in-law will be accompanying the two children to the CFO in Manila. Will he need to supply a notarized authorization letter executed by my wife?

3. We have still not decided if it will be me or my wife who will pick up the kids from the Philippines. I was hoping that she receives her EAD/AP combo card before June so that she can go back and get them, otherwise I will need to call a week off work and do it myself. Are there any special requirements that I need to provide if I will be the one to pick them up, even though I am considered their stepfather? And will the kids still need a consent to travel document to leave the country if I will pick them up?

06/10/2015 - AOS Interview (Result: Approved)

06/18/2015 - Conditional Green Card Received

05/15/2017 - I-751 Submitted 
05/26/2017 - I-751 NOA Received 
06/13/2017 - Biometrics Appointment Completed

07/18/2017 - Extension NOA Received (twelve month extension)
03/05/2018 - I-751 Received by Local Office
04/20/2018 - Infopass Appointment (Result: I-551 Stamp on Passport, six-month extension)

06/18/2018 - Extension NOA Received (eighteen month extension)

10/29/2019 - Infopass Appointment (Result: I-551 Stamp on new Passport)

11/06/2019 - I-751 Approved
