How long on Uvisa after rfe?

VSC received my response to a rfe on Feb 2 2015, and online case status says that i should have received a response by April 3rd. Its may 5th and i have not received anything. Is this normal? Has anyone experienced this with their uvisa? What was the outcome? Thanks!

Nebraska received my response in Aug 22 2014 and they said i should have a response in Oct22 2014 and untill now i did not hear any thing from theme (my case is to my minor child) AOS from vistor to permenant residences .
