Here is the page link. The expedited is only done at their location on 2670 Queensview for an additional charge. It's just off the Queensway at the Pinecrest/Greenbank exit and easy to get to, free parking , but they have a teeny tiny sign on the building.

I received email reply from Ottawa, flat out telling me to follow RCMP's procedure for out of country..

I received email reply from Windsor. They agreed to receive my application by mail, as long as I pick it up personally showing ID and paying $55 fee. I mailed them the form along with copies of two pieces of IDs.
Windsor police also told me that they have option of expedited service of next day.. (Just incase anyone wants to know)
