Can an IR2(Child of US Citizen) go to a cfo seminar even without visa? Thanks!

Child of USC would not be an IR2, they too would be a USC and they do not need a visa or CFO, they need CRBA and a U.S. passport . UNLESS the USC was not a USC when the child was born.

What i meant was stepchild of us citizen (IR2)...

Ah, that changes everything. Children under the age of 12 do not need to attencd CFO, but they do need to be registered and get a sticker in their passport after the visa is affixed.

Exemptions from PDOS and Peer Counseling Seminar

For children 12 years old and below are exempted from attending the PDOS. They must, however, be registered, even if by proxy.

There are details on CFO in my link before, follow the flashing arrow, CFO is pretty much the same for all.
