Need Help with N400 Part 11 Questions 38,39 and 40

Question 38 asks

Are you currently a member of the US armed forces. The answer in my case is NO.

I cant answer questions 39 & 40 because they are dependent on being a member of the US armed forces.

The form is a little inconsistent on how it frames similar questions. Just was making sure.
