Police Certificates - Bring to interview?

Hello everyone. I was wondering if anyone might know if NVC would allow my husbands case to be closed and an interview scheduled without having submitted PC?

He is currently in the US and his country (Guatemala) requires him to be there in person to get the PC. If he did that he won't be able to return until 1st the documents are reviewed, then interview scheduled, visa obtained etc... It could really put him away from our family for a long time!

I have submitted a letter to NVC requesting that his case be closed/interview schedule and he be allowed to just bring the PC to the interview.

Anyone hear of a situation like this and know if this is something they might approve?? Scan date of letter submitted was 2/6/2015. That is only thing needed on last checklist we received.

I don't think this will work, because usually they will check the papers ahead of interview.

For my application they required police records from two countries. And the consulate did not even grant me an interview when I sent them a scanned copy. They told me that would like to have it as an original to further schedule an appointment.

I think that's their standard procedure. Sorry, but we all have to be separated from our significant others. He should just make sure he's not "illegally" in the US i.e. visa overstay etc.
