Pending Petition, Can They Travel?

Once my mom becomes an LPR, through me petitioning her, she wants to petition my sister in the Philippines who will be aging out by April 2016.

Given we do this and wait for 11 years, (accdg to the bulletin) can my sister travel and work elsewhere like Canada or UK? Or does she have to stay in the Philippines?

Yes she can work outside the Philippines.

F2B is a long wait. A lot can happen and change in your sister's life.

What will happen if she gets granted a permanent resident visa in, say, Canada? What would happen to the U.S. petition?

What happens if she gets married? What happens if it's to a U.S. citizen? Will they cancel it?

She can still pursue the F2B visa even from Canada. Just a matter of changing consulates.

Marriage will void her F2B petition. Mom will have to be a US citizen to refile for her. She will be under the F3 category. Longer wait.

If she marries a US citizen, that will get her to the US much faster. Again, marriage will void the F2B.
