Greetings!!

We are in the process of bringing my wife's daughter here to join us in the US. We have filed the I130, approved...received MNL# and invoice #...however we're running into a stumbling block getting her passport. We have all the requirements for my wife's sister to accompany her daughter to the passport office and apply. The nearest passport office is in Bacolod. We're having issues getting an appointment scheduled online. Has anyone had this happen to them? Any advice?

Would bacolod have appointment system? Some regional offices have first come first serve basis still.
