IR1 application police certificates question

My husband is a Canadian citizen, i understand that at some stage in the IR1 process he will need to get police certificates from every country he has lived in since he was 16 years old.

He will get one from Canada.

There was a period in his life when he lived in US as a legal resident. Does he need to get a police certificate from USA or state of California for that period?

On http://travel.state.gov/content/visas/english/immigrate/immigrant-process/documents/submit/documents-to-submit-to-nvc.html it says:

Note: Present and former residents of the United States need NOT obtain any U.S. police certificates

Does this mean he doesn't need to get a police certificate from US? only Canada certificate would be enough?

And me, as USC living in Canada, I hopefully will not need to get any police/medical checks?

He only needs from the country he is coming from since the U.S. can't investigate him there. They can search and find records in America based on his info. I am assuming that's why they only need them from other countries.

There is never a US police/FBI certificate needed by the beneficiary.

The petitioner doesn't not need anything except to provide proof of sponsorship and domicile in the USA.
