Each party should fill out a separate G-325A and send it in with the initial Petitioner's application. Technically the k1 fiance visa consists of two separate applications. There is one application initially by the petitioner, and there is another application made by the beneficiary after the National Visa Center sends the approval to the foreign Embassy. Each party is referred to as an Applicant in different places on the form.

This is very important to know because the term applicant is used intermixed with beneficiary and petitioner on the G 325 a form and it is very confusing. We were led to believe that the G325A was to be used for the petitioner only and we received a request for evidence and realize that we did it completely wrong. I do not see any correct definition of applicant in any of the materials I have used to research the k1 visa. It would have really helped if I would have had a clear definition of applicant and realize that both parties are technically an applicant. I hope this clarification helps someone else.

While the term "applicant" may be ambiguous, the instructions for the I129F clearly state that a G325A must be submitted for "you" (the petitioner) and another one must be submitted for the "beneficiary" (your fiance/e). Not doing so will get you an RFE, as you unfortunately discovered.
