My fiancee came to the United states . A k1 visa but we did not get marry within the 90 days. We encountered some issues with our family but we want to get marry now but don't know if he can still fill out the adjustment I know he could fill out the if 30th but was told this can be a scam to catch the immigrant for deportation

Your fiancee is out of status if it has been more than 90 days since entering the US, you can still get married if that is the route you want to go but you'll have to fill out an I-130 with your I-485, it will cost $420 in addition to the $1070 for the AOS and biometrics fee
