The easiest way to find the Haiti page is to click on portals at the top of the screen and select Haiti. The next step is logging into ustraveldocs.com and creating a profile for your fiance. You can read up on the new process at http://haiti.usembassy.gov/mobile/press-releases/new-non-immigrant-visa-application-system-october-10-2014.htmlIt has a lot of helpful information for getting started without you needing to wait for your packet. Both you and your fiance will receive the packet. If the petitioner gets it first, scan it and email it to the beneficiary. There's a phone number in that link for the support group for ustraveldocs.com that I'd keep close since this system is only a month old for Haitian filers. We personally only had to deal with the picking up the passport part and it's been a headache. But it might work great now that it's in the second month.

As for what's in the packet... they ask for the I-134 and supporting documents (though it's not worded very clearly). They want a lot of passport pictures (2 for the medical and I think 2 turned in to them but I'm not sure). I don't remember them asking for the police certificate but it's not a bad thing to include anyway. The medical has to be completed at least 2 weeks before the interview. You have to fill out the electronic ds-160 and print the confirmation page. I don't remember it asking for evidence of an ongoing relationship but if you can include it, you should.

I hope this helps... if you have more questions check the portal or pm me and I'll tell you what I know or luckycuds is pretty friendly and isn't much ahead of you in the process.
