AOS after 9 months of sitting on paperwork? Sleazy Attorney problem.

This is question is not for me but for my wife's friend. She hired an attorney to complete her paperwork for AOS but for reasons we don't know the attorney just hasn't processed the paperwork even though he has been given all the information needed to process the paperwork! She just keeps getting stonewalled by the attorney even though she is calling up every day. Now the attorney says he doesn't want to process the paperwork but of course won't refund them what they have paid. I have two questions. How can this sleazy attorney be reported to the bar? Also, since it has been at least 8 months that they have not filed for AOS will this effect getting a green card? Is there some time limit? They are having sleepless nights over this. Neither applicant or petitioner speak English well which makes them easy victims. My wife and myself want to help.
