Reading the NOA2, it says

"the above petition has been approved. The petition indicates that the person for whom you are petitioning is in the United States and will apply for adjustment of status. he or she should contact the local USCIS office to obtain For I-485, Application for Permanent Residence. A copy of this notice should be submitted with the application.

If the person for whom you are petitioning decides to apply for a visa outside the United States based on this petition, the petitioner should file Form I-824, Application for Action on an Approved Application or Petition, to request that we send the petition to the Department of State National Visa Center. " among some other info.

I (the USC) have lived abroad in Canada for over 10 years, my husband has never lived or worked in the US. Why would they think he is in the US? Why would they say to file an I-485!? This doesn't make sense... it's approved, but I have to pay $400 some dollars for them to transfer it to NVC? Can anyone shed some light on this?

Update - I called USCIS, the clerk tried to issue a Service Request for me as she thought it was a typographical error and it would be reviewed in 7-10 days. She was unable to do so as I did not have a 5-digit zip code. She put me in cue for a second level person that could override and that was a 290 minute wait... I left my name and number. Hoping that I get an answer soon!
