applying for Us-citizenship ticket for Fare Evasion

Hi All,

I need some advice for my friend NOT me, she is ready to apply for citizenship based on 5 years, the first two months when she moved to US she lived in NY and got ticket for Fare Evasion, her friend gave her pass to take subway train, unfortunately for her a cop saw her and issue a ticket, she went and paid $100 ticket, second time she lost her pass and got caught but the she had the receipt shows that she paid for it, she was cited for another $100 but she did not pay it because she went to court and showed them that she already paid for it.

Now she wants to apply for citizenship, but she has no proof that she paid for the first ticket, and she has nothing to show that she had a ticket,

my questions is : does she need to write YES for the below question :

Have you ever been arrested, cited or detained by any law enforcement officer
(including USCIS or former INS and military officers) for any reason?

my response to her was YES and just explain what happen.

any thoughts?
