AFTER NEARLY 9 YEARS GOT DIVORCED NOT BECAUSE OF MY FAULT BUT EXWIFE. I MOVED ON WITH MY LIFE AND AGAIN FOUND LOVE IN THE DOMINICAN REPUBLIC

IM GETTING READY TO FILE. BUT COULD THIS BE A PROBLEM WITH CONSULATE.

Shouldn't be a problem.

Read about Waivers and IMBRA, I don't think you need one for your filing since it has been 9 years.

Even if you do, it a easy waiver where you request a waiver on multiple filings

No, there is no problem at all unless you filed I-129F less than two years then you need a waiver to overcome it. But seems you don't need one since it was happened many years ago. Make sure you are front-loading petition with many evidence and when apply K-1 visa after approval of I-129F especially I heard US embassy in Santo Domingo is very tough toward K-1 visa applicants. Good luck!

YES THIS WAS IN 2004 THAT THE K1 PETITION WAS APPROVED I HAD BEEN SEPARATED FROM HER SINCE DEC 2012. JULY 2013 SHE STARTED THE DIVORCE AND LEGALLY DIVORCED MAR 2014

I SAW THEY RETURNED PICTURES BACK TO A K1 FILER WHATS THE DEAL WITH THAT I SENT IN PICTURES BEFORE I WAS GIVEN BACK THE PICTURES AT THE CONSULATE

Yes, they will returned the pictures that you attached to I-129F after approval of K-1 visa. They did it to mine as well.
