ISSUED only means that your visa has been officially approved, the visa still has to be affixed in the passport and packaged for delivery ... with a holiday in the mx I am sure there is a longer waiting line for this until they are caught up.

 

2GO only picks up visa packages at the end of each day.   In your case that may be either Monday or Tuesday because of the holiday.     ... patience.

do i have to start worrying? my dad had an interview on 11/23/18, was told they approved his visa, ceac status shows ISSUED from 12/03/18 until now, but now visa/passport has arrived yet.  tracking shows "no information available"

same thing here, my dad had his interview on 11/23/18 and no visa/passport has arrived even if ceac website shows status as ISSUED since 12/03/18.
