The American justice system, at all levels, seems to encourage brutality. You have:

1) A system where being in the wrong place at the wrong time can get you convicted of a capital charge.

2) Police with a 'shoot first, ask questions later' mindset.

3) Public prosecutors who try and secure maximum sentences for trumped up charges. This almost happened to my friend's son, then 17, who almost faced 1st degree rape charges and a possible sentence in a CA jail of 15 years to life.

4) A prison system where prisoners are organised by race where where brutal beatings, stabbings and rapes are commonplace. Oh and where the authorities don't seem too concerned to intervene.

Of course a lot of this is enabled by the public who believe prison is a place where you lock people up and throw away the key, rather than try to rehabilitate them.

This is actually an attempt to avoid brutality. The most violent gang rivalries in prison tend to be along racial lines.

I challenged a US police officer years ago, it was comical, by the time I had pulled my car over to a safe place and where I knew there would be a camera he was furious

put my window down one inch and let him yell and scream and then calmly said...... as soon as you calm down I will respond to why I didn't pull over
