Okay, they approved our case in about 3 weeks. It was supposed to take 5-6 months. I didn't think I was going to start the next part so soon. I am trying to make sure of the steps I need to take next. I know before the interview she needs a medical exam. I read the requirements from the Manila website, I thought she did the passport at the interview but I see it says she needs to bring it. I have to schedule her a passport appointment as well as the medical asap right?

USEM doesn't issue passports for Philippine citizens, that is done at DFA.

Your fiance will need her passport BEFORE doing the medical. Until you get the passport in hand you are in a holding pattern.

Thanks, we are working on finding out how to get her an appointment or if she can just show up in Pampanga. I have seen a few places saying you can do either.
