NEED HELP REGARDING RE-DELIVERY OF GREEN CARD

Dear all vj members i am the old member of vj but i forgot my other user name so created new one and i raelly need help from you guys please.
I arrived in usa in november 2013 on IR1 VISA,my poe was chicago and i paid green card fee $165 before departing.On poe i asked immigration officer about my new address on which i want my green card to be delivered and i gave him my new address printed so he can change it without any problem or mistake,he did it and confirmed with me and i was really happy that i will get my green card on my new address.
well in the first week of feburary 2014 according to uscis elis website my green card produced and sent out for delivery with tracking number i tracked that and the day my green card was due to delivered i got day off from work so i can get my card without any problem,waited all day long no post man and no green card by 8 in the evening i checked the usps website and tracked the tracking number i was shocked according to the usps site that the address is incorrect and card is ready to sent back to original destination which is obvious uscis.again i made a contact with USCIS they said i need to wait untill card comes back to them and than they check the address and redeliver to me,in 3rd week of feb uscis got card back and i call uscis after 3 hour long waiting finally i able to talk to immigration officer he made correction in the address and said i get my green between 30 t0 90 days and i received confirmation letter from uscis.Waited almost more than 90 days which were completed end of may called them again first week of june after 2 hours wait able to talk to immigration officer he said we already forwarded your 2 requests to mailing department but i am not sure why they havent mailed you green card,again he said i sent a re delivery request to them and you get your green card between 15 to 30 days but it more than 45 days no sign of green card and on uscis case status check same story your address changed on march 2014 and thats the same status which they changed on first place.
I am really fed up now i do not know what to do they already put us in AP for years once you clear AP than mistake from their side and we are being punished.any one had same problem or any one know any particular department who do i contact and complain about this i have letter from uscis which clearly states 30 to 90 days which passed nearly 2 months ago.
