Hi, Your father does not need medical tests for tourist visa. You can also visit this website for more info. : http://www.ustraveldocs.com/ph/ph-niv-typeb1b2.asp

I was granted U.S. tourist visa last week with my baby. I am married to a U.S. citizen but we are not planning in living there just visit. Your father needs an invitation from you. If you are going to shoulder all expenses for him you need to send your bank letter and bank statement. It is one of the supporting documents your father need to show to the consul officer, if ask. The main requirements are DS-160 confrimation, appointment letter confirmation and receipt from the bank showing you paid 160 dollars.

In my experience, the officer who interviewed me didn't ask any supporting documents.

Hope this helps.

In addition to this, your father needs to apply online and make an appointment online. The reason why most get denied for U.S. tourist visa is because of lack of strong ties in their country.
