Are you talking about the Phoenix Lockbox? If yes, that is only the first stop of your application. There they review it and process your payment. Once that is done, they send it to your Field Office. That's when it gets tricky because each Field Office takes a certain amount of time to process citizenship applications. Where do you live? You can check on the USCIS website which is your Field Office and how long they are taking to process N-400 applications.

If you are talking about the Phoenix Field Office, then you should check at the USCIS website as well. You can also look at previous months filers and see if there is anyone from Phoenix and check their timelines. That should give you a good idea. I believe the average time is 5 months, but some are quicker and some are much longer. It also depends on your case, if you have any issues while a resident, etc.

N-400:
July 02/2013 - Sent our N-400 package to USCIS Phoenix Lockbox
July 08/2013 - NOA. Able to view case status online!
July 26/2013 - Bio Appointment
July 31/2013 - Scheduled for Interview, Case Status says I should receive letter shortly!
Aug 06/2013 - Got Interview letter in the mail
Sept 09/2013 - Citizenship Interview
Oct 11/2013 - Oath Ceremony- I'M A US CITIZEN!!
Each case is different and the process will vary by how many applicants there are in any given month, but that should give you a good idea of what to expect, plus or minus a few weeks.
