Why don't you put either one there and then attach another paper as a supplement where you put her other address with a lil bit of explanation

They're looking for 1) city/state/country/telephone contact info and 2) an address the Foreign Consulate will send mail in the future. After your approval by USCIS (NOA2), NVC sends your petition to the Foreign Consulate. The Foreign Consulate will then send the documents to the beneficiary using the address on record that you specify.

OK so given that, I should def put his mailing address right? Where he lives in Tanzania, the road has no name and the houses have no numbers. But Im wondering if they need to know his home address and will I get an RFE I'm unable to give a street address?
