please i need some help with dfc

hello all my name is jason and curently im living here in peru i have been here for 6 monthes and i have filled for my resident card after i got married here but were still waitng on it ,now me and my wife are starting the papers to get her visa but my question is i know all her papers must be translated but do they need t be certifed by RENIEC or the MINISTER OF EXTERIOR RELATIONS or both and i do have the i-130 form and once all her personal papers are translated do i then take the form to the US consolate oh and one more thing some one needs to make a glossary for all the little terms and acronyms for us new people is very confusing and yes i did read the guides and stuff so please we realy need some help thanks for any info
