It's scary, but having lived in the USA for a couple of years I can tell you that no controversial legislation passes the house before the mid-term congressional elections in November, especially if it gives illegals visas. Remember the Republicans are running the house. So it won't pass this year and by then DV-2015 will be well underway.

Sure but once they have opened DV2016 they have to go through with it and as you say the legislation won't be changed before October when they have the entry period...so DV2016 will happen.

Hi , I was a Winner my case number is AF44** ( i Think you write the geographical area of your passport and not where will you do the interview?) my question is when would be my interview? ( approximately).
If one has a post graduate degree ( 3 degrees after the high school one) would be important to translate the high school one or i just show the BSc. MSc. ..etc?

October is your month, and yes you have to translate your high-shool diploma and take the original to the interview.
