I came to the Philippines in September of 2012. I was here for eight months before I went back to the states. During the eight months I got married and got a tourist ACR card. I came back to the Philippines December of 2013. My ACR card has now expired and when I went to get it renewed, they told me at immigration that it wasn't necessary to renew it in order to leave the country. I plan on leaving this month. When I have researched online, I have always read that if I don't have a valid ACR card then I won't be allowed to exit the Philippines. Does anyone know anything about this?

If you leave the Philippines with a valid visa but an expired ACR I-card you will lose your work or dependent visa status. Visa-exempt nationals (USC's for instance) will be able to reenter as tourists and regain your previous status by applying to amend your visa stamp. Visa Nationals (those requiring a visa to enter the Philippines from their home country) will be required to return to your home country and obtain a new work or dependent visa; you will not be able to obtain the special seven-day tourist visa and amend your visa in-country.

Present your ACR I-card with a valid passport, valid exit clearance at immigration where immigration will confiscate the expired ACR I-card upon departure.

If you want to return and will avail yourself of a new ACR I-card. you will be required to present a valid re-entry permit (RP) or Special Return Certificate (SRC). If you return and do not wish to re-apply for a valid ACR I-card then you enter the country as a non-visa-required alien.

So who all will need an exit clearance. My filipino wife and daughter, who was born in the philippines, both have a philippine and US passport. Will they need an exit clearance?

How long have them been in the Phils? If under a year then I don't think so.

You will need an exit clearance if you have the ACR-1Card (http://immigration.gov.ph/index.php/component/content/article/59-october-2013-press-releases/405-aliens-told-secure-an-ecc-before-leaving-phl).

If they leave the country using their Filipino passports they will not need an exit clearance. Use there US passport to enter the US.

Your wife will have to pay the exit fee for sure.

There is info on the travel tax here: http://www.tieza.com.ph/

ECC can be applied for at any BI office.

If they leave the country using their Filipino passports they will not need an exit clearance. Use your daughter's US passport to enter the US. Your wife will travel on her Filipino Passport with Visa attached.
