Cousin of mine is trying to file for her husband, she was 17 when she got her citizenship thru her mom so she never got a naturalization certificate.

What do we do for this while filing out an I-130, do we submit her parents or have her obtain a copy for her record?

or just say no and not submit that all together.

I think her parents has nothing to do with that because SHE is the petitioner not her parents but she needs to check out the I-130 required documents list.

it says a copy of unexpired US Passport.

Then she didn't naturalize. She got citizenship through parents. In that case, she would provide a copy of her US passport as evidence of citizenship. If she doesn't have that, it will be faster and easier to get a passport than a certificate of citizenship. Once she has a US passport, she will never need any other citizenship evidence.
