It is customary for there to be a day of rememberance when a former President dies. In this case, Pres. Bush has made it January 2. All federal and most state offices willbe closed that day. Sorry, but your biometrics appoointment is postponed. I would go the following day...

Pont of clarification: all federal offices in the Executive Branch (including USCIS and most of the offices people think of when they think of the "federal government") will be closed that day.

Because of separation of powers, the President cannot order offices in the Legislative and Judicial Branches to close. I believe Congress has declared that all its offices are closed also, and the Supreme Court ruled that each individual federal court can be opened or closed, as it prefers—that decision is up to each of the Chief Judges.

So yes, your USCIS appointment is cancelled; but if anyone has any sort of Federal Court appointment (including bankruptcy), you'd better check with the court itself, because it might be open.
