Hi, guys! Our I130 just got approved this morning!!! Woo!

But now I m confused!

I am the beneficiary who is a Chinese citizen. I just found out there are two ways of processing, standard and appointment post. And China is standard. So, what should I expect? Our case being sent to DOS instead of NVC?

We filed our I130 in June, 2013 from Tokyo, Japan. No DCF, filed directly to Chicago and received at NBC. And then we moved back to CHina. BEfore we left JPAN, we changed our mailing address to a State address and kept it that way.

So, my qeustions are:

1. SHould we change our address to China? WIll this influence the process whatsoever?

2. Is it faster if our case is shipped to DOS which is our consulate than going thru NVC? Or slower?

Anyone knows about this?

03/14/2014 DS261 available and submitted
03/17/2014 AOS fee available, paid, and it shows "in process", ENROLL email for EP sent
03/18/2014. AOS bill shows "PAID"
03/19/2014. AOS package sent thru email
03/24/2014. IV bill invoiced and paid!
03/26/2014. IV bill shows PAID and DS 260 available, IV package sent via email
03/27/2014 DS 260 submitted!!!!!!!!!!!!!!!!!
04/05/2014. ENROLL acceptance email received and GZO number issued, another email stating they have received our AOS docs.

04/10/2014 AOS checklist and also said our DS 260 has been received; Expedite Request Sent

04/11/2014 Response to the checklist sent

04/18/2014 IV package under review (system didnt receive attachments from one of my emails, so I resent the IV package just to be sure)

05/02/2014 Expedite Request Approved, case is "in transit"

Consulate

05/05/2014 Consulate Rec. (CEAC says READY)

05/08/2014 AP for the first time

05/09/2014 Interview scheduled May 27, Medical May 13.

05/27/2014 Visa APPROVED!!!

05/28/2014 CEAC changed to "ISSUED"

ok - some triage.

assumptions:

1. beneficiary now in china, not going back to japan at all.

2. q22 in the I-130 did not have 'Guangzhou' written there.

Time Tick for shifting to Guangzhou - SAME DAY or NEXT DAY after receiving consular casefile # via a telephone call into NVC.

Stuff to do:

1. call into NVC starting about 13 calendar days after today, ask for Consular Casefile Number. Do this each day till you get it.

2. On the day you get it, ask to speak with Supervisor.

3. Supervisor - want to rehome interview for Guangzhou, beneficiary repatriated from japan to China.

4. Call next day, inquire for new Consular CaseFile #. Keep calling, daily, until it switches to GUZ as first 3 letters.

5. Call back next day, get IIN, give over Petitioner and Beneficiary email addresses.

6. Enroll in the Optional NVC Electronic Processing for Guangzhou

7. Pay monies, sling emails (this is outlined elsewhere)

8. NVC sets the appointment.

then there's other stuff for medical exam, police clearance certificates, white book notarial translation documents, etc etc.

Standard Stuff:

1. DoS = NVC for your processing, as NVC is a unit of DoS.

2. Guangzhou IV also a unit of DoS - interview is there.

3. NVC handles Visa Application intake .

I was very lost after reading Lingche nvc shortcut about CHina goes with standard process. I had no idea there was a difference at all!

Both of your assumptions are correct. We moved back to China just for the purpose of getting all those sophisticated paperwork from the Chinese PSB. We have all the listed docs ready, all in Notarized white covered copies and in English for immigration purposes, except my police clearance certificate will be expired by the end of Feb. Did not see this severe USCIS backlog coming when we applied for it. We will have to get a new one for the interview.

We will follow your instructions and start calling 12 days from now.

Do we have to have a Consular casefile # and IIN # issued first, then apply for an expedited request? Or the USCIS receipt number will do?

ya, wait for consular casefile # before requesting the expedite,

however (and this is unique to Guangzhou/NVC)

once the expedite request is approved, NVC sends out the I-130 stuff plus whatever NVC has on you (at the time)

via DHL

to Guangzhou IV

and

it all sits in a China Customs Warehouse for 1 to 3 months,

then Guangzhou IV comes to get it,

then it's another month for scheduling

then another month for the interview.

I say ENROLL in the Optional NVC Electronic Processing for Guangzhou, instead,

and no paper file is sent to China,

NVC sets the appointment date,

and there is no waiting after completion to get the interview date set.

LingChe is for paper casefiles. IF you are an EP casefile, don't follow that one.

Getting an expedite at NVC is sorta useless for China, as the casefile sits in that warehouse in China, per treaty, and Guangzhou IV still has to handle scheduling . IMO, do EP instead, it'll shave 4 to 7 weeks off, comparing the two scenarios.

Sure, it means you become a scanning and PDF expert - but copy shops abound in China, they know how to make pdf sets.

PCC for China is mostly easy, when in China,so considered getting a new one after you have consular casefile #. I have no idea about that other country, maybe you get some slack based on leaving date?
